3. I have also no wish to proceed with the
proposal made in paragraph 3 of my confidential
despatch of the 10th of Kay, 1929, that I should be
given authority to appoint from time to time the
officer discharging the functions of Captain
Superintendent of lolice to be a nominated official
member of the Executive Council. This proposal
was only made by me, because of the vacancy mong
the official members of the Executive Council, which
would have seen created in the event of the General
Officer Commanding the Troops, China Command, being
relieved of his duties as a member of that Council.
As that change is not to be made, I very much prefer
to leave the composition both of the Executive and
Legislative Councils unaltered for the present.
I am glad to note that Your Lordship has
approved my recommendation that unofficial members
of the Legislative Council, who are also members of
the Executive Council, should be given precedence in
the Legislative Council over those unofficial members
of that Council, who are not members of the Executive
Council, and I note that stops are accordingly being
taken for the submission to His Majesty in Council of
additional instructions to give effect to this
recommendation,
